Also -- in 2004 the EPA banned the use of several chemicals used in tire production. The industry scrambled to come up with substitutes and alter manufacturing techniques. The first few years (2005 to ~2008 or so) EVERY tire manufacturer had an increased failure rate until they developed and fine tuned the new processes. You saw the same thing with auto paints in 1989-1990.
