I have no knowledge of the western chain laws. But I do want to throw out the idea that chains can be handy even if you don't put them on. I've stopped in a perfectly level parking lot that was ice covered before. The heat of the tires will melt a depression under them, and you cannot get enough traction to get moving again. You can just throw the chains on the ground up against the tires and get enough bite to get out of the melted "holes".
