States kind of have you over a barrel when it comes to "sales" tax on vehicle transactions......since you HAVE to get title and registration. In Florida, there is a sales or "transaction" tax on all vehicles that require registration.....even private sales. It is a third "form" you must fill out and write a check for when you go to the DMV (Tax collector here).
NOW.....I never paid close attention to what AMOUNT the sales tax was figured upon when the transaction involves a trade-in and/or discounts and rebates.....but I will pay closer attention in the future.
Anyhow, NONE OF THAT has any bearing on the 1099 thing that started this discussion and that is total BS. I would be tempted to contact the local States Attorney and inquire if that "misunderstanding" might really constitute criminal fraud.
Of course if there is any kind of investigation, the sales person will deny that he ever said that.
