CB or Ham Radio good to get in contact to other RVers?

Do you still have to be a "C" (US citizen) to have a CB? That was the case when they first appeared in the consumer marketplace.

I have one that came with a truck I bought. I took it out and took the antenna off when I sold the truck, but haven't done anything with them.
