the 2-meter and 70-cm bands are perfectly suited for short-range (<50 mile) communications. i've had any number of conversations with other drivers and folks at home on 2-meters while driving. there are some areas that have multiple repeaters around the state linked together...new mexico has such a system. but your point is taken...CB does a better job for extremely local car-car comms...as in 3-5 miles.
