Is the number of cases in Europe growing? Sure. But it is growing from a much lower level. Is the survival rate getting better? Yes, the people treating it are learning, getting plenty of practice.
As to the "flip flopping". A new situation, everybody is learning about what works. It would take somebody pretty stupid not to change practices when learn a better way. I picked one of the "lightly infected" counties called Liberty. There were 8414 folks living there (2014), and the number of cases is 511 with 12 deaths.
Saskatchewan has the same rate of infection per 100,000 souls as Ontario. Liberty County had the lowest number I found--and it is WAY more dangerous.
Your close Don, right next door in Calhoun County actually.
The population there is 14,587 (2018) and their case count is currently at 776 (19 deaths), or 5.299239%.
Ontario has a population of 14,734,014 (Q3 2020) and our case count is at 91,613 currently (3,337 deaths), or 6.21779%.

So can you quote any statistics for people going to Texas and sticking largely to their campsite and not inviting other people over for close contact? Maybe they also use the grocery store service where you pull up and they drop the groceries in the bed of your pickup truck never contacting anyone.
Is there really big risk under those conditions or are you exaggerating?
Reality is most of your exposure risk has little to do with where you are but how you interact.
We've been on the move for the last month and a half and honestly, have less interaction with people than if we stayed home and if we were more concerned, we could cut that interaction by probably 90%.- Traveling from CA to the US reminds me of the Geico commercial where some teenage kids are running for safety and one of them suggest hiding behind the chainsaws in the barn.
- I don't know why any Canadians would want to come to the Us with the virus so out of control! WE normally go to Texas from Iowa but the virus is so bad in Texas we will be staying home for sure this winter. The virus is bad in Iowa too but at least here we can stay home and not have to eat out, and can limit our exposure more than if we were on the road and even after we got to our destination. JMHO
- If travelling to where those "other" people are is a guarantee of automatic infection, why did my travel insurance provider email me the other day letting me know C-19 treatment is now covered under my policy?
I've thought of shipping across this winter. My concern is needing to go to a densly populated area to an airport to fly in a airplane to all of above again in order to recover my social distance living rig to go to remote places to live by myself.
The flying part makes no sense. I can handle the rest. - Silly rules propagate silly responses but good for the folks who've found a good alternative.
RV'ing is one of the best ways to self isolate. This isn't 2 weeks into a sudden outbreak, the rules should really be adapting to reality by now but games are being played at higher levels with the border crossing. Now that things are settling out, I expect by the end of January, some of those games will be dissipated.
