I have one AT&T smartphone. I have an old grandfathered-in plan ($29.99/mo.plus $3.00 discount for having it billed with my landline). When I got my first smartphone, it was $20 for 2 gb of data and I have 200 text messages/mo for $5.00, no longer offered. So, it's basically $62/mo. and I have never not been able to use my data, except when we were traveling across Nebraska going to Wyoming and they have Verizon up there. While staying south of Jackson, WY, I was able to use my data there and make calls. Never had any issues.
