You want to talk about opinions - my opinion is anyone who would hold up others just to save $4 is an inconsiderate jerk and the police should have been called on him.
That's my opinion.
If it was me behind him, I would pull out and get in another toll lane. If he had room to back up his "towed" to unhitch, the next in line would have room to pull out of line.
Of course I might have a "friendly" wave/gesture for him, as I pulled out.
