Turn them into consumer protection because it's against the law in most states. There ARE ways around it, like giving discounts based on the amount of services they provide over a period of time but it usually must be a formal system with records being kept and it must be published. Preferential pricing based on "nothing" is not fair business practices. They can DISCOUNT someones bill but the total charge rate must be the same.
Usually when you find a dealership that doesn't WANT non local business it's because they have a poor record of doing warranty repairs correctly the first try and manufacturers only pay for them once. If I find a dealer who doesn't WANT my business I consider myself lucky to find out about him before experiencing his shoddy work.
