no such thing for camping at Calif. State Parks or any other campground in Calif.
you might be able to get an annual pass to visit a State Park, but not to camp.
unfortunately, you live in the state with probably, the most expensive campgrounds in the country, on average.
our State Parks cost more than any other state's parks campsites.
very few places are cheap here, unless you go into the mountains or desert.
Dan should have added - campgrounds at -or near- the beach are usually booked in summer on the first day available to make reservations - which, if IIRC - is 6 months.
Orange County:
Posters omitted the *newest* SP - "Moro Campground" - (which has nothing to do with Moro Bay) - at Crystal Cove in Dana Point.

Has electrical hookups at some (or all) of the RV sites.
Another (besides San Mateo) is San Onofre SP - "The bluffs".
*NO* hookups - on the ocean side of I-5 - dirt trails down to the beach - which might not be good for little kids.
BTW - San Mateo (at San Onofre) is 3-4 miles inland. Some posters made it sound like it's an easy walk to the beach.
As far as any campgrounds at -or close to- the beach in the So. CA being "cheap" - or offering a pass for camping....that's "California Dreaming"..;)
If you want a HUGE dose of "sticker shock" check prices at Newport Dunes in Newport Beach!..:B

382 sites. "Cheap" (for the smallest site/s) during summer *start* at $79 a night weekdays (more on weekends) - and go *WAY*, way up from there!
Also someone posted O'Neill Park (in OC) as being in Lake Forest.
It's in Trabuco Canyon (further inland of Rancho Santa Margarita and Mission Viejo).
Nice (County) park - no hookups - lots of trees.....but it's a *long* drive to the beach.
Can be hot in the summer - check weather for Mission Viejo.
(Lake Forest is usually a few degrees cooler than MV - and the park is a few degrees hotter than MV).

L.A. County:
In L.A. County - Dockweiler SB is run by L.A. County (reservations *not* via Reserve America). On the beach - $55-60 a night, close to Marina Del Rey, in departure pattern of LAX - but always booked solid in sumer and holidays (well in advance).
Golden Shore RV park in Long Beach is another option (about the same $)
There's an RV park off PCH in Malibu (almost to Oxnard) - never checked it out - but certainly it's no "secret spot", LOL!

San Diego County:
A bit farther South, Santee Lakes (San Diego County) is *VERY* nice - full hookups, lots of amenities (inc'l fishing) - it's inland, so hot in the summer.
You can ride the trolley into San Diego.
Private parks (at the beach in San Diego) - Campland, etc. are expensive with - RVs packed in like sardines!
San Diego Metro KOA (Chula Vista) would be a good choice for "close" to beach and SD attractions. (still not "cheap", LOL!)
