average price for a standard non-hookup campsite, in the California State Park's system, is $35, which may or not be "Cheap" to you.
only a handful of places have campsites for less, if you aren't counting the Hike/Bike, Environmental, Boat-In campsites.
anything coastal costs more.

there are discount programs like Passport America, but the discounts are usually not valid for holidays and weekends or during the summer. but this is fine with us since we don't camp during those times and it saves us a lot of money.
