If you are looking for really cheap (free) and are set up to dry camp, it's hard to beat the desert in the winter time.
Check with the local rangers, but in the past most BLM areas allowed dispersion camping for free as long as you stay within 100 feet of a road.
Off Road Vehicle Parks and Areas all offer free dry camping if you don't mind the bikes. Both Lenwood and Ocotillo Wells are large enough to get away from nearly everyone with a little reconnaissance.
If you like hookups, Mobil Land is a nice little low-key place on Split Mountain Road in Ocotillo Wells that even has a pool for some $25/night. No sewer hookups but they do have water and power. Check out Fish Creek Wash while you are there and also Elephant Trees - pretty cool!
