More then likely it was low tire pressure causing the issue and had little to do with speed.
I was headed down a stretch of freeway today that is a high travel path for weekend campers and I have to say that most were towing 70+, we were just driving along in a pickup at 75 and we were getting passed by towers. From my experience and what I see on the interstate most trailers are getting towed along faster then 65.
