This is the way it's done- usually and legitimately while folks go off to pay or get groceries or something.
All bets are off, though, if it's a no-fee CG and somebody notices that there's nobody actually OCCUPYING the site the first night or so.
Those that drive up to the CG a few days ahead and attempt to "reserve" a site by leaving things there and heading home are likely to come back to not only a full site, but having lost whatever stuff they left there!
