I wouldn't rely on just a tag. It could fall off, be removed or maybe the information would be unclear to someone looking at it.
One late afternoon I pulled into a BLM campground that required tags to be posted. On the tags you were supposed to write your arrival day and your departure day. I grabbed a site that had a tag that stated the previous user had departed that day. The site was completely bare, not even a stick of wood.
Well, that night around 10:00 p.m. a truck camper pulled up and the driver got out. Yep, he had payed for the site but had filled out the form incorrectly. The camp host sided with me and fortunately there were quite a few other open sites, but the whole mess would have been avoided if he had left something in the site to mark it.
