I would say no. The way I see it the person(s) that is going to actually camp there is the only one that has the right to claim a spot.
By your logic someone could come in and tie up any or all of the campsites pending the arrival of some hypothetical guests at the end of the day, while campers who actually made the effort to arrive there early are denied those sites.
I would tell your family members to make every effort to arrive early and take their chances like everybody else.
