Never seen that happen before and I'm around this product daily, we install for many car dealers and it's on all my vehicles. I find what your claiming very hard to believe. The person you speak of with the scratches may have had a bad prep job and the paint may have gotten scratched during the cleaning process. Once the product is on, it's on and it will not scratch the paint. Make sure you use a top-coat / clear-coated product.
I am "assuming" that a clear bra is a fabric (clear) vinyl like strap on, some of which now have air foils on the back edge to keep them down and hopefully to prevent some of the vibration which can lead to scratching. I don't understand your top coat/clear coat as it relates to the bra?
