Had an issue with low airflow from the rear a/c. Dealer had to seal the duct work in the plenum area, where the a/c and roof meet. That helped some, but for other reasons I started checking out the vents and pulled down the pot lights to look in the ceiling. Had lots of air flow out the holes for the lights toward the end on the duct runs. Plugged the ends with some insulation foam and that helped a lot to keep the air in the ducts and coming out the vents, not light holes. Manufacturer uses the aluminum foil duct tape which is very sticky but has a tendency to crumple up and leave gaps if not done correctly.
I'd check to see if you have a lot of air escaping the ducts into the ceiling; don't think the manufacturer would intentionally let air flow into a sealed, non leaking ceiling. The suggestion to temporarily block the air flow sounds good; I'd put the blockage a few inches down the duct.
