As to the Kansas state income tax being withheld...what I don't understand is...why can't an individual sign a document that he/she is not a resident and not have the state income tax held out? Why is it necessary for an individual to have to invest his/her time and money in getting back money that is rightfully his/hers? My take is, that I suppose the state is hoping that an individual will not take the time to file and the state keeps the money!
