I'll play devil's advocate here. From the state's point of view, it would be much easier to have an employer withhold taxes and refund them later than try to track down thousands of individual taxpayers at a later date to determine if they indeed owe taxes.
I'm not sure about Kansas but I know Kentucky DOR had a proviso that if you expected your annual gross income (from all sources) to be less than a certain amount, then you could file a form through your employer to be exempt from state tax withholding.
