Maybe your proportioning valve was sticky. The truck was front axle brake biased unloaded. You added tongue weight to the rear axle so the valve could put a little more brake pressure on the rear axle but had not (yet)?.

If anything, you might want more TT brake gain. Follow the adjustment procedure in your truck's owners manual.
