We have red light cameras under the same arrangement scattered across the Dallas area. They don't remove the cameras because of lawyers. But each camera must bring in $75,000 per year in collected fines to be 'cost effective' for the city. Otherwise they have to pay the contractor operating company.
When folks learn where they are - they stop running the light. One mayor recently said he'd love to be able to remove all the red light cameras because the number of people running the light has dropped below the threshold.
