Concerned about traffic signals with short yellow light

All of our traffic signals around here are NOT timed systems, but are video controlled systems. The computer "sees" the traffic through video cameras and has a set number, going in both directions, to activate changes. I am NOT sure how this works with the yellow, but offers no pattern that can be counted on. Every sequence is different.
