It's up to YOU to go to your states' proper sources for a clarification. You will have Florida and Virginia to get accurate information.
It is perfectly legal for full-timers to register in Montana - IF they don't own property in any other state.
If you're planning to purchase something in Florida and also since you own properties in Virginia, definitely go to those state offices for clarification.
