Be very very careful with giving out this advise for the state of OR. There was a "mail forwarding" service in OR that just got charged with multiple criminal charges for doing this and the coach owners are also on the hook for both fraud charges and a revoked OR title. OR law is very specific about this and they don't play.
I don't think so. I've registered my last two coaches out-of-State with my address in those two States, and nothing happened. There's no reason to not save the money, since each and every State is in effect a sovereign entity. No one's going to come get you for registering where ever you want to. Not in 30+ years of owning multiple diesel coaches anyway.
