I've stayed in private campgrounds (aka RV resorts) in FL, during tourist season, and have yet to pay a 'bed tax'. Now, admittedly, I've only stayed in one or two, and I mostly try to find state parks, but sometimes you have to compromise.
It was 'South of I4' as well, but maybe not south enough to get the bed tax.
