There really needs to be some education done as the answer is not to "get over early" but use all lanes and then merge in an orderly fashion.
Sure, there will be a few jerks there preventing merging, but for the most part, folk do an OK job merging.
And, instead of a truck STRADDLING lanes, it's a better deal when they pair up side by side...of course the IQ of truck drivers is way down versus the olden days, so you don't see much of that either.
I forget the state, but this past summer I saw signs instructing folks to use both lanes up to the merge.
