Because at the store it would be linecutting and considered improper. On the highway it is called merging and is what you are supposed to do. :S
Not at all comparable. The one trying to block lanes or prevent merging is the one that needs "schooling".
The fact that sheeple have been patiently creeping along in single file does not give them any more right to the space ahead than the vehicle that is passing. Both lanes should be occupied up to the point of restriction/merge.
