It's usually set by the gas/fuel station corporation through the "point of sale" (POS) system. It's a way for the corporations to limit losses through fraud. No way to up the limit amount. Truck stops will have higher limits on the truck islands.
It's a pain and now the stations are adding $.10 per gallon when you use your credit or debit card.

Same here. And I won't stop at a place that charges more for a credit purchase vs. cash-like many truck stops. I refuse to carry a lot of cash as credit is so easy to control and use and is a lot safer. And truck stops can keep their card as I get more cash back with my American Express.
If they take cash they usually take a check. I just put in fuel and write them out a check. Most places will consider a check same as cash and give you the discount.
I only use my credit card for internet purchases. Most everything else is check. Cash for something's, like purchases under 20 bucks.
