And I thought a certain somebody said that they weren't going to comment anymore... oh well.
First, concerning the accidents; yes it is true that rear end accidents have risen where red light cameras were placed. However, there is reported to be a significant reduction in the more serious T-bone accidents where red light cameras have been replaced. Now as far as revenue goes... DC has PUBLICLY bragged about the revenue they have generated from these cameras despite the FACT that the point of a traffic infraction is to discourage committing the violation (similar to how toll booths for road projects are supposed to be removed when the project that they are supporting has been completed). Not only is it all about the money in DC, but they find MANY ways to discourage people from fighting even unjust fines. Anyone who has been to traffic adjudication in DC can identify with this since spending three, four, or more hours WAITING to fight an unjust ticket knows that the point is to discourage them from coming back to traffic adjudication... and I say again, even unjust/wrong/improperly written violations. I didn't need any gov't studies for my comments... why... I was DC PD 27 & 1/2 years, and now retired.
