Apparently Reese Tech Support does too.
I just called them and he said his first option would be shims. 2nd would be unbolt, move up and bolt THROUGH the frame, or stich weld.
At minimum, I have to grind the tacks and order new bolts. One wasn't even in all the way, and one was missing the lock washer. (left that detail out in the OP)
I don't plan on taking it back to them but if welding work is needed, they'll be paying the bill.
Side note off topic:
He also said to bolt the snap brackets by drilling ONE hole in the middle of the bracket, not using the two smaller holes on the bottom.
I know that's been dissused a LOT lately as well.
