You said you started slowing down and that with a Jakebrake the motorhome starts slowing immediately. But the question you need to ask yourself is were you going the speed limit or less at the moment you passed the sign? I would say many of us, myself included start slowing down, but don't actually reach the target speed until well after the sign.

If this is true then yep, you got unfairly targeted. Radar comes out it an ever expanding cone from the radar gun. So if two other cars raced past you at the time the gun was active then it recorded the faster speeds of the cars and the PO decided to pull you over. You can't really do much unless you have real proof to back up that the cars were the speeders.
