I'm a little confused. Maybe I missed something. Was the original problem poor braking power and they diagnosed and said you need new shoes(loaded backing plate) and drums and installed them.
After the repair the problem persisted.
Eventually they discovered that the real problem was the connectors from the trailer to the magnets.
That would also mean they reused the factory connectors?
Is this correct?
Also, as others have said, with the brake controller on "full" or the emergency pin pulled (with a good battery) the brakes should be drawing 12 amps (3 per wheel). If it's not something is still wrong.

Do you now have the trailer and the parts they removed?
If not, getting them to do the right thing may hinge on you having the old parts.
