Yes it improves towing. I put it on my triple axle toyhauler and the improvement was worth every penny. It really smooths things out, especially when going over bridge approaches and sharp edged pavement.
Can't say what it would cost as I did it myself. It's not a horrible job, but knowledge of hand tools is necessary. Plus several jacks.
