diesel price in Or between truck stops and service stations

As many times that I've been thru Oregon,I've never figgered out the difference in prices between truck stops and service stations. I know that there is a difference if you pay for a PUC,but what abou...

Yeah I have lived here for 14 years I still don't get it. Some of those stations post the PUC with credit or cash when you pull in they tell you Oh you can just pay credit and get the same price as cash. Very confusing to say the least.
