I just read the online third edition 2017 Ford Fusion Hybrid owner's manual as it pertains to towing behind an RV, four wheels down. The manual on page 223 seems very clear as to the steps you need to take to prepare the car to be towed. It also appears the car has a setting for "Neutral Towing". Perhaps you should Google "2017 Ford Fusion Hybrid Owner's Manual" and look at the third edition version of the manual?
