In the US at least, if some one is disabled, there is a good chance they are receiving disability benefits, so the government is already paying for them to camp where ever they are camping.

Really? I'm sure there are others like myself who tried to keep working. An accident at age 58 left me with no right knee or hip, and that leg almost 2" shorter. I can just barely walk with a cane. I finally had to go down to part time, and retired at age 62. I pay the same as others to camp.
