Yup. Safety feature: the more pressure on the back-side shoe of the hitch, the more tightly it grips. If there is ANY upward or backward force whatever on that rear shoe, you will have this very problem.
When done correctly, you should be able to easily unlatch with one finger.
Try this: land your rig, and make sure it is chocked for both forward and backward movement. Then when you get ready to unlatch, make sure the trailer weight is on the TV. Put the transmission in drive and ease forward so that the TV is definitely pulling on the trailer just a little. Then flip the latch.
I sometimes leave the tranny in drive and the engine idling, get out and flip the latch, then get back in the TV, put it in park, and finish the unhitch. The latch always releases easily.
