Hmmmm ... well that's hardly the point. Run a WD system with spring bars that are far too heavy for your application and you'll not only get a really stiff ride but could also potentially damage the trailer frame. :( Seems to me you need to do a little reading about how weight distribution systems are intended to work, how they're sized, and how to set one up correctly. As for your original question about static load, I wouldn't worry about it ... just relieve some of the tension by hitching the coupler to the ball, then raise both the front of the trailer and rear of the truck a few inches with the tongue jack until you can with reasonable effort mount the spring bars using the assist bar provided with your WD system.
