Do holding tank weathervanes glue to standard PVC pipe?

Schedule 40 & 80 will differ.

The easiest thing to do is take it with you to HD or Lowes & see what fits for your application. Between the pipe itself & the various fittings available, you'll probably find something that works. Maybe even ABS.
