In Florida you just need to show a utility bill at the address you are at for 30 day from date you move there. The drivers license and vehicle registrations can be done same time. You are a resident if you live there, and motor vehicle registration is required after 30 days of declaring your intent to domicile there. There must be an address you can use, as mail comes in to the place, so use it with the sight number as your lot, rented. Just tell owner you are doing it and ask if you can put up a mail box near theirs. Then when you build or buy change it. A renter is a resident just like a house owner.
