I don't think budgeting and living below your means are mutually exclusive.
I budget now because I want to know where my money is going not because I fear running short. By budgeting, I can easily adjust for unexpected expenses or even a spur of the moment trip.
Just last fall, I got an opportunity to go to China. I hadn't budgeted for it, but because I budget for known expenses, I knew I could go without putting a dent in my regularly planned vacations.
