From what I have seen the last few years, with state parks upgrading areas to full hook up sites, you can pretty much forget about the dark sky and quiet part of that once they do. Yea, our local county park just announced that they are upgrading to full hookup sites, pull throughs and a bunch of amenities. It should make it a "fun" campground that the kids will like and I'm sure we will go to often... but its one less "quiet" park. Luckily we still have a quiet and wooded state park 20 minutes the other direction and PA state parks are still quiet and mostly electric site only parks.
