They possible could. When I was in the Army stationed at Fort Belvoir, VA (Just south of Washington DC, near Mt. Vernon), they had a couple pop-ups you could rent out at the AAFES exchange. We actually did this a couple times. That was 30 years ago, so yes, I would think the Air Force would do the same thing. AAFES stands for Army Air Force Exchange Service. It was the service that provided amenities to service members, like on-post craft shops, swimming pool, basket ball courts, stuff like that.
