Personally, and i too am cheap, but personally i would double both of thise numbers. 25 dollars a night for state parks is about average in a lot of places. With your budgeted numbers you might be missing out on some spectatular camping spots, just because it does not fit your budget. Food? Might get by with that, but again that number does not allow for the occasional decent meal out.
