I'm sorry, but CA requires supplemental braking when the toad is 1500 lbs or better. Applies to all towed vehicles, whether vehicles or trailers. Since you are a CA resident, I wouldn't worry about what other states have, but would comply with CA law. Since CA is very strict, you won't have problems in any other state. I agree with the previous statement that it is not smart to tow without a supplemental braking system.
