Don't try living off the grid in your own house!

She is not off the grid. She is still using the city sewer system. She needs a septic tank so she doesn't use their sewer without paying. Of course, a septic tank may violate city codes.

If you are going to use any of the city services, you will have to pay for those services, and sewer is one of the city services.
