Ours is like that also and I think this is part of the rub. She doesn't use any city water and therefore the sewer billing method doesn't show an amount due, but she is in fact using the sewer. This is IMO a problem for the city to figure out how to fix and really not anything she is doing wrong to evade any actual properly assessed city service costs. Here I think we have a standard min. water bill and resultant sewer bill and then pay extra for both if the actual usage exceeds the min standard set amount.
The city's complaint is that she is using the sewer, but isn't paying or it, but they are actually not billing her since their billing methodology doesn't account for her particular use of the city services.
