Totally disagree. She knew or should have known sewer usage is not free even if city does not have method setup to bill her without water service. She should have either a) not used the sewer service or b) worked up front with city on method to pay for service that was acceptable to both parties.
I would agree. I think this falls under the category "ignorance of the law" is no excuse.
X2 I think a trip or call to the city water dept, would solve her problems. Figure out a way to pay for the use of the sewer without paying for water.
The way she is doing it now is getting a service without paying for it. The city had every right to cap her service. She now needs to reconcile with the city for services not paid for, and the cost of uncapping the sewer.
