Generally, Reciprocity Agreements between states cover ONLY drivers licensing, Insurance requirements, and vehicle registration.
Double towing is a traffic law. Reciprocity does not apply. Even if you have a Class A CDL with Double/Triple endorsement, it does not mean you can tow doubles or triples in an RV configuration in states which do not allow it. Your CDL endorsements apply ONLY to commercial vehicles.
